sufficient confidence against modern AI-driven fraud. While facial, voice, and fingerprint biometrics rank highest,
organizations also rely on chip-enabled identity documents, credentials, and other signals. The report concludes that
layered identity verification — combining multiple independent forms of evidence — is essential to counter deepfakes,
synthetic identities, and sophisticated impersonation attacks, enabling stronger, more reliable digital trust decisions.
